One time Cash Award to the recipients of Non Gallantry awards- G.O(MS) No : 195/11/GAD
1.Grant of Financial Assistance from SMBF\DMBF
An amount ranging from Rs.5000/- to Rs.6000/- is given from the SMBF to Ex-servicemen/Widows provided the annual income of the family is less than Rs. 50,000/-. This grant from District Military Benevolent Fund is Rs 3000/- to Rs. 4000/-. The eligibility and the amount of grant are determined by the minimum marks secured to qualify for the grant under other items given in Annexure ‘A’ of G.O. (Ms) 197/77/GAD, dated 22nd June 1977 and amendments thereafter.
Eligibility:
- Annual income limit will be Rs. 1,00,000/-
- All Ex-Servicemen/widows within the income limit is eligible. (Subject to conditions).
Documents:
- Application for grant of financial assistance from SMBF/DMBF.
- Form No DD 40.
- Attested copy of Discharge book.
- Attested copy of Ex-Servicemen Identity Card.
- Income certificate from the Village officer.
2. Immediate Financial Assistance
To alleviate the immediate nature of financial distress of ex-servicemen or their dependants, immediate financial assistance is granted from the SMBF at the rates of Rs. 25,000/- and Rs. 10,000/- by the Chief Minister and the Director of Sainik Welfare respectively. District Collector & Zila Sainik Welfare officer can sanction an amount of Rs. 5000/- & Rs. 2000/- respectively from the DMBF.
Eligibility:
- Ex-Servicemen/Dependant in financial Distress
Documents:
a) Application for payment of immediate financial assistance from SMBF.
b) Form No DD 40.
c) Attested copy of Discharge book.
d) Attested copy of Ex-Servicemen Identity Card.
e) Proof of hardships suffered by the Ex-Servicemen.
3. Ex-Gratia Allowance
Lump sums grant of Rs. 3,000/- is given to the family (Widow/Dependants) of an Ex-serviceman in the event of his death to alleviate their immediate financial crisis without stipulating any conditions.
Eligibility:
- Widows/unmarried daughter/minor son can claim, in the order.
Documents:
- Application for ex-gratia grants.
- Form No DD 40.
- Attested copy of Discharge book.
- Attested copy of Ex-Servicemen Identity Card.
- Death certificate.
- Relation certificate of the applicant from the Village officer (incase not endorsed in discharge book).
4. Marriage Grants
A sum of Rs. 10000/- is given to poor Ex-servicemen for the marriage of two of his daughters. The application has to be submitted within six months from the date of marriage.
Eligibility:
- One daughter of Ex-Servicemen at the time of her marriage.
- Annual income limit is less than Rs. 1,50,000/-.
- Ex-Servicemen/widows/war widows/war disabled can claim.
Documents:
- Application for marriage grant from SMBF.
- Form No DD 40.
- Attested copy of discharge book.
- Attested copy of Identity card.
- Income certificate from village officer.
- Proof of marriage (Marriage certificate/ Invitation card)
- Certificate of non receipt of similar benefits from other source.
- Certificate to prove age of bride.
- Certificate to prove relation.
- Declaration showing that the benefit is being claimed for the first time.
5. Financial Assistance to Blind Ex-servicemen/Blind Widows of Ex-servicemen/Blind Wives of ESM/dependent children of ESM.
A sum of Rs. 1000/- per month is given to blind ex-servicemen/blind widows/blind wives of ex-servicemen/dependents who are totally blind in both the eyes, without stipulating income limit and subjected to SMBF rules. The amount of grant is being sent by Money Order.
Eligibility:
- Ex-Servicemen/Widows/wives of ex-servicemen who are blind in both eyes. (100% blindness).
Documents:
- Application for financial assistance to blind Ex-Servicemen /blind widows/blind wives /dependent children of ESM.
- Form No DD 40.
- Attested copy of Discharge book.
- Attested copy of Ex-Servicemen Identity card/widow identity card.
- Medical certificate to prove blindness.
6. Financial Assistance to Mentally Retarded Children.
A sum of Rs. 1000/- per month is given to mentally retarded children of Ex-servicemen.
Eligibility:
- Unmarried/Unemployed children of Ex-Servicemen.
- Annual income should be below Rs. 3,00,000/-.
- Parents should be unemployed.
Documents:
- Application.
- Form No DD 40.
- Attested copy of Discharge book.
- Attested copy of Ex-Servicemen Identity card.
- Income certificate from village officer.
- Medical Certificate (IQ should be below 40) issued by a Medical Board.
- Relationship Certificate.
- Certificate of non receipt of similar benefits from other sources.
- Unemployed/Unmarried certificate of Beneficiary from the Village Officer.
- Unemployed Certificate of the parents issued by the Village Officer.
7. Onam Festival Grants.
A sum of Rs. 2000/- is given as special grant to celebrate Onam festival to all Ex-servicemen inmates of TB/Leprosy sanatoriums of the State.
Eligibility:
- Ex-Servicemen under going TB/ Leprosy treatment in TB/Leprosy Sanatoriums.
Documents:
- No documents required as the grant is given to those in receipt of pocket expense.
8. Financial Assistance to Physically Disabled Children.
A sum of Rs. 1000/- per month is given to physically disabled son/daughters of Ex-servicemen.
Eligibility:
- Unmarried/Unemployed children of Ex-Servicemen.
- Annual income should be below Rs. 3,00,000/-.
- Parents should be unemployed.
Documents:
- Application.
- Form No DD 40.
- Attested copy of Discharge book.
- Attested copy of Ex-Servicemen Identity card.
- Income certificate from village officer.
- Medical Certificate (percentage of disability should be above 40) issued by a Medial Board.
- Relationship Certificate.
- Certificate of non receipt of similar benefits from other sources.
- Unemployed/Unmarried certificate of Beneficiary from the Village Officer.
- Unemployed Certificate of the parents issued by the Village Officer.
9. Grant to orphan children of Ex-Servicemen.
Financial Assistance is granted to orphan children of Ex-Servicemen at the rate of Rs. 2000/- per month subject to certain conditions.
Eligibility:
- The age limit for both male and female children will be 25 years. Earning or married children will not be eligible. Widowed/divorced daughters up to the age of 25 will also be eligible for the grant.
- Annual income limit will be Rs. 2,00,000/-.
Documents:
- Application for Grant to orphan children of Ex-Servicemen.
- Attested true copy of the death certificate of the Ex-Servicemen and spouse.
- Income certificate issued by the Village officer.
- Relationship certificate of the orphan with Ex-Servicemen/spouse.
- Orphan certificate issued by the Zila Sainik Welfare Officer.
- Attested true copy of the documents proving the age of the orphan.
- Non-employment and unmarried certificate issued by the Village Officer concerned.
10. Grant to old age homes providing shelter to aged Ex-Servicemen/widows.
The purpose of the scheme is to extend support to the poor and aged Ex-Servicemen admitted in recognized old age homes in the State. Those who have attained the age of 65 years are eligible under this scheme. The grant of Rs. 2000/- per month will be paid to the Old Age Homes after scrutinizing applications obtained from the inmates in this regard through the Zila Sainik Welfare Office concerned.
Eligibility:
- Ex-Servicemen/ widows above the age of 65 years admitted in Govt. approved old age homes and not in receipt of any pension.
- Not availing any financial assistance from any other sources.
Documents:
- Application for grant to old age homes.
- Certificate from the head of the old age homes.
- Attested copy of the Ex-Servicemen identity card.
- Income Certificate and non receipt of similar benefits from other sources issued by the village officer.
- Recommendation by Zila Sainik Welfare Officer.
11. Monetary Benefits to Recipients of Gallantry Awardees.
The recipients of Gallantry Decorations/or NOK in the case of posthumously awarded, are eligible to get cash award, cash in lieu of land and annuity.
Eligibility:
- Recipient of Gallantry Awards.
- Should be a native of Kerala.
Documents:
- Application in duplicate.
- Award certificate.
- Gazette notification of the Govt. of India.
- Nativity certificate issued by the Tehsildar.

12. Ex-gratia Grant
The Dependants of Military/Para Military personnel killed in action/militant action are given a grant of Rs.15,000/- and Military/Para Military personnel disabled/wounded in action/militant action are given a grant which varies from Rs.5,000/- to Rs. 15,000/- in accordance with the percentage of disability. Personnel belonging to other states died or disabled while serving in Kerala are also eligible for this grant.
Eligibility:
- Military/Para Military personnel killed/disabled/missing in specific operations/actions.
- Should be a native of Kerala/or should have been disabled/died while serving in Kerala.
Documents:
- Individual application highlighting the backgrounds of the specific operation under which death/disability occurred.
- Attributability certificate showing the date of casually, percentage of disability and the specific operation/action.
- Attested copy of discharge certificate/service particulars.
- Nativity certificate in original from the Tehsildar.
13. Chief Minister’s Sainik Welfare Fund.
Financial assistance up to a maximum of Rs.10 lakh is provided to Military/Para-military/GREF personnel who have killed/disabled in action. The amount of assistance will be apportioned between the wife and parents of the deceased in the ratio 3:1.
Eligibility:
- One dependent of Defence and Para Military/GREF personnel. (Death/Disability attributable to Military service) killed/missing/disabled in action. Death/Disability/Missing shall be in operation area/field area.
- Should be a native of Kerala.
Documents:
- Application.
- Attested copy of Pension Payment Order.
- Attributability certificate.
- Certificate from the Tehsildar concerned to prove the dependency and relationship with the defence personnel.
- Certificate from the Tehsildar to prove the nativity of the deceased defence personnel.
- Attested true copy of certificates of service particulars of the deceased soldier.
- Written consent from the NOK of the deceased soldier (where applicant is not the NOK).
- Written consent from other dependents of the deceased soldier. (Not required in case of NOK).
- Written undertaking from the applicant. (Not required in case of NOK).
14. Cash Awards to Recipients of TA Medals.
Territorial Army personnel who are recipients of TA decorations/TA Medals will be given cash award of Rs 5000/-
15. Financial Assistance to World War Veterans:
- The IInd World War Veterans (in service between 9/1939 to 4/1946) are provided with financial assistance of Rs. 1500/- per month.
- The widows of IInd World War Veterans (in service between 9/1939 to 4/1946) are provided with financial assistance of Rs. 750/- per month.
Eligibility:
- Ex-Servicemen with II World War Service holding census identity card.
- Neither re-employed nor receiving pensionary benefits from any source.
- In case of death. Only arrears will be paid to the surviving widows or to his legal heirs.
- Financial assistance will not pass on to successors including widows.
- Income below Rs. 10000/- p.a.
Documents:
- Application for financial assistance to the IInd World War Veterans.
- Copy of Ex-Servicemen Identity card.
- Copy of Discharge Certificate of Ex-Servicemen.
- Income Certificate from Village Officer.
- Declaration from the applicant that he is not re-employed and not in receipt of any pensionary benefits either from State Govt./Central Govt./Corporation/Undertaking etc.
16. In addition to the above, the following grants/financial assistances are given to the Ex-servicemen/Widows:-
(a) Financial Assistance (Monthly grant for two years) to old infirm ex-servicemen of Rs. 2,000/-pm.
(b) Financial assistance to Ex-servicemen/Widows staying at old aged home
Rs.500/-pm.
(c) Orphan daughters of ex-servicemen in all category (only one daughter) Rs.2, 000/- .
(d) Pocket money for one child joining NDA/IMA during the training Rs.1, 000/-pm.
(e) Orphan grant for Rs.1, 000/-pm is being paid to orphan daughters of ex-servicemen of all category upto to the age of 21 years or for upto marriage.
(f) Medical treatment for non ECHS members Rs.3, 000/- (Maximum).
Grant of Relief from Army Central Welfare Fund (ACWF) to Soldiers/NOK
Soldiers who were boarded out of service without completing their terms of engagement, due to injury sustained during various military operations between 15th August 1947 and 30th April 1999 are now eligible for one time grant of Rs. One lakh each from the Army Central Welfare Fund.
In case that soldier is not alive, the nominated NOK of the deceased/disabled soldier is also eligible to receive the grant (Nominated NOK, as per service record of the soldier at the time of his being invalided out). The grant is not payable to other Legal heirs/family members.
Nok of all personnel who die in harness after 1st April 2001 are also eligible for a payment of one time grant of Rs. 30,000 out of ACWF. For more details readers are advised to contact ADGCW, Army HQ. (Baatcheet Jan-2002)
